GIS based Hydrogeological Decision Support System (HDSS) provides information on available water resources, distribution and movement of surface and ground water, time series analysis of change in water level such as pre and post monsoon, annual and over a time in the State of Sikkim.The HDSS quantifies precipitation, runoff, recharge, evaporation, transpiration and human uses of water within the watershed. This helps the user to understand how water arrives, flows through and leaves the watershed, and how human activities modify the natural flow of water. Integrated groundwater and surface water models have been developed with the goal of being able to represent the complete hydrologic system and simulate the flow of water through and between the groundwater and surface water systems. The HDSS has been designed to provide the information and run user-defined queries on Water Budget Analyses Information. C-DAC’s Jal Dhara is a first-of-its-kind Integrated Hydrogeological Spatial Decision Support System (HDSS) developed for budgeting and management of water resources, where the population is largely dependent on springs. A GIS based hydrogeological decision support system - ‘Jaldhara’, (literally meaning spring water) has been developed using open source software libraries.

Please describe in detail including the TRL Level:
a. Data Collection & Thematic Map Generation GIS data was collected for preparation of different thematic maps. The data received from the user agency were standardized to be used in different modules in HDSS b. Spring Mapping & Analysis Time series spring discharge data of springs were collected & regularly updated during field works. Soil infiltration test were carried out near selected spring locations to ascertain the soil properties. c. Field Data Collection Mobile App development An android based field data collection mobile app (Suchnadoot) was developed. The data collectors were trained in the usage of app & spring related parameters were collected. d. Geological Field Work & Analysis Field work in Sikkim at important hydrogeological units & spring sites help to understand the inter-relationship between these entities as far as water budgeting of the subsurface is concerned. This helps in modelling water budget. e. Surface Water Model Analysis It was carried out to estimate evapotranspiration & ground water recharge. f. Ground Water Model Analysis It was carried out to simulate the spring discharge g. Integration of Surface & Ground Water Models They consider both surface water & groundwater systems simultaneously. This type of modeling approach allows a more complete Water Budget analysis to be undertaken & enhances the understanding of interactions within a hydrologic regime on a variety of spatial & temporal scales. h. Spring Discharge Measurement Sensor development & deployment The sensor records spring discharge values, which is then stored in a data logger. The user can download the spring discharge data through the USB port & use directly in HDSS. i. Spring Discharge Data Collection App Development The smartphone application communicates with the sensor unit over USB interface. On the basis of the month data gets downloaded on the smartphone.

Applications: A water budget (WB) is an accounting of the amount of water that move over, through and below the ground surface including water used by humans. It is an exhaustive process that requires a thorough understanding of all aspects of water resources including surface water, groundwater, groundwater/surface water interactions, and water use. Thanks to the Web, it is much easier today to have a national and regional “inventory of resources”, so as to match users with the resources they need, and to do all this in an efficient and transparent manner.

This can lead to a leap in R&D productivity and greatly enhance the effectiveness of public investment. This is the motivation behind I-STEM.
