The GIS based GLOF -EWS is a first-of-its-kind system in India, which has tools to create, analyse and manage glacial lake data for monitoring selected glacial lakes, simulate flood if the water level in the glacial lake goes beyond a pre-defined threshold, use the predicted flood inundation information to sound GLOF early warning. In this project, water level in glacial lakes is monitored and the data is transmitted via satellite to a Central Station. This data is used for monitoring glacial lakes and the GLOF events on a regular basis and for the development of model for prediction of Glacial Lake Outburst Floods. In case of any GLOF event, the GLOF simulation model will automatically read the sensor data, validate it and the simulation will start. The simulation yields hazard related information such as flood inundation maps, the flood level at villages downstream, etc.GLOF Early Warning System was deployed in the State of Sikkim to monitor 2 glacial lakes on pilot basis, for impending GLOF. The early warning system provides decision support to Government officials for disaster management.

Please describe in detail including the TRL Level:
a. Identification & classification of glacial lakes: All the glacial lakes of Sikkim were demarcated and delineated using satellite remote sensing data, published maps, reports, and field data. Vulnerable moraine dammed lakes were identified and 2 lakes were monitored on pilot basis. b. Development of GIS based Spatial Decision Support System: A GIS based Spatial Decision Support System, developed fully on Open Source Technology provides the end user the flexibility of making queries and display the results in map as well as tabular form. c. Development of GLOF simulation model: The GLOF simulation model, based on shallow water wave equation, predicts the flood arrival time and inundation depth using the discharge at the Lake Outlet and Digital Elevation Model. The model is capable of simulating different GLOF scenarios. d. Development of Water Level Monitoring Sensors: C-DAC has indigenously designed all weather capable Ultrasonic sensors to monitor the water level in 2 glacial lakes on real time basis. e. Installation of sensors and communication system: The Near-real time monitoring system was deployed at 2 glacial lakes on pilot basis. Sensor communication and data transmission is established with the base station at Gangtok via INSAT satellite communication system. f. GLOF Simulation Model: In case of any GLOF event, the water level data recorded by the sensors will be transmitted to the control station through satellite communication system. The GLOF simulation model will automatically read the sensor data, validate the data and simulation will start. The simulation model is capable of estimating flood levels at different locations downstream with approximate flood level and discharge.

Thanks to the Web, it is much easier today to have a national and regional “inventory of resources”, so as to match users with the resources they need, and to do all this in an efficient and transparent manner.

This can lead to a leap in R&D productivity and greatly enhance the effectiveness of public investment. This is the motivation behind I-STEM.
