About Digital Catalogue Group


The Indian Science Technology and Engineering facilities Map (I-STEM) Web Portal was launched and dedicated to the nation by the Honourable Prime Minister of India, Sri Narendra Modi, on January 3, 2020 during the 107th Indian Science Congress 2020 at University of Agricultural Sciences, Bengaluru.

With an approval by the Union Cabinet in Feb 2020, the Office of PSA has constituted an Empowered Technology Group (ETG) with the Principal Scientific Adviser to Government of India as its Chair. This Empowered Group is mandated to serve as “an institutionalized structure to proactively lay down, coordinate and oversee national-level policies relating to procurement and induction, and Research and Development (R&D) in technologies that require large outlays in resources, both financial and human, and to render sound and timely advice for determining direction and trajectory of the Government's R&D and Technology Development Programmes”. One of the key objectives of the ETG is to maintain an updated map of technology and technology products available and/or being developed across India. In view of this, a digital catalogue has been developed under the Indian Science, Technology, and Engineering facilities Map (I-STEM) and is hosted on the I-STEM national web portal (www.istem.gov.in/digitalcatalogue).

Benefits to the Nation: Researchers from industry or academia from anywhere may access the digital catalogue easily and get updated information quickly. This brings them together to start collaborative projects with one another on various domestic needs and help Bharat (India) to achieve “Aatmnirbharta (Self Reliance)”. The digital catalogue of the various technologies and products developed in different institutions/organisations, and its connectivity with the I-STEM national web-portal, will provide opportunities to young researchers, start-ups, and even established industries to make use of the information about technologies. This will enable them to develop prototypes/ products and to scale up further to translate ideas into products to meet national needs utilising the available R&D facilities listed at the portal. Such endeavours will be examples to other institutions to learn from, to get motivated, and to generate technologies, in addition to publications and patents. Young researchers may start working on those technologies developed in any institution, which will save time, as one will not have to start from scratch, in addition to preventing the duplication of efforts. By increasing R&D productivity, this will save the precious resources of the GoI, which funds most R&D efforts in the country. Thus, a “win-win” situation for both industry and academia will emerge, giving the right direction to young researchers.

The features of Digital Catalogue Platform:
The following features related to the digital catalogue have been added to the technology platform:

  1. Registration of organisation on the portal (one time) with hierarchy of positions in the registering Custodian organisation/institution with different roles (for approval of data uploaded) and rights (view & edit).
  2. Institution head and/or his nominee may register and get the login credentials individually, and be entitled to add new technologies and technologies products to the portal.
  3. The Portal now has various other features, such as Save as draft”, before a final submission is made. In addition, a Custodian may also list patents and publications on this portal, which may be useful for researchers in deciding upon their R&D endeavours.
  4. An “S&T Chat Room” has been added to facilitate discussion with experts in various domains. https://www.istem.gov.in/chatroom
  5. The list of the technologies and products will be made available in due course of time, once the collection of data is completed.

However, this was never easy or straightforward for, among other reasons, there was no ready source of information of what facility was available and where. Thanks to the Web, it is much easier today to have a national and regional “inventory of resources”, so as to match users with the resources they need, and to do all this in an efficient and transparent manner.

This can lead to a leap in R&D productivity and greatly enhance the effectiveness of public investment. This is the motivation behind I-STEM.
