I-STEM PRISM Catalogue: Call for Institutional Participation

I-STEM PRISM
Priority Research Infrastructure Service Matrix
A National Service Assurance Framework

India has built significant publicly funded research infrastructure. What remains uneven is how consistently and predictably it can be accessed. I-STEM PRISM enables institutions to offer infrastructure as defined, time-bound, and dependable research services, bringing clarity to both access and delivery.

What is PRISM?

PRISM is an opt-in national framework that enables institutions to formally define, structure, and communicate how their infrastructure can be accessed.

Through PRISM, institutions:

  • Define access conditions for infrastructure
  • Commit to clear decision timelines
  • Provide visibility into operational readiness

This allows users to assess feasibility, timelines, and service confidence before initiating requests. Only infrastructure that is explicitly declared and institutionally supported is included in the PRISM Catalogue.

How PRISM Works

Participating institutions classify infrastructure based on operational readiness and service capability:

  • Category A — Assured Access Infrastructure
High operational readiness with fast decision timelines and strong fulfilment reliability
  • Category B — Conditional Access Infrastructure
Access available with defined constraints such as approvals, scheduling, or operator availability
  • Category C — Limited-Assurance Infrastructure
Access permitted with longer timelines and moderate scheduling certainty, suited for flexible or non-time-critical use
  • Category D — Indicative Infrastructure
Listed for visibility, where access remains highly conditional and timelines may vary

Each category reflects expected service reliability and decision timelines, supported by declared conditions and measurable performance.

What Participation Means

  • Bring structure and consistency to infrastructure access
  • Enable transparent and time-bound decision-making
  • Improve utilisation of existing facilities through clearer access pathways
  • Strengthen their position as reliable partners for research, innovation, and industry engagement

PRISM works within existing institutional systems — it does not alter internal processes, but standardises how access is defined and delivered externally.

Institutional Commitment

  • Identify infrastructure suitable for external access
  • Define realistic decision timelines
  • Clearly state operational conditions and constraints
  • Respond to access requests within declared timelines
  • Honour approved access in line with stated commitments

Why This Matters

  • Greater confidence in planning and executing research
  • Reduced delays arising from uncertainty or unclear processes
  • Stronger collaboration across institutions, startups, and industry
  • More effective utilisation of publicly funded infrastructure

Who Can Participate?

  • Universities and Higher Education Institutions
  • National and State Research Laboratories
  • Government-funded R&D Centres
  • Institutions with advanced scientific equipment

How to Participate

Institutions may submit their intent for PRISM participation through the official form linked above. This will enable the I-STEM team to connect with you for the next steps and onboarding.

Participation Note

  • Participation is voluntary and institution-driven
  • No financial or legal obligations are created
  • Institutions retain full operational and academic autonomy
  • Only declared infrastructure is included in the PRISM Catalogue

Infrastructure creates value when it is reliably accessed and consistently delivered.
